Director General of Immigration Leads Oversight Operation at Kalibata City Apartments; 45 Foreign Nationals Detained
22 October 2026

JAKARTA — The Director General of Immigration led an oversight operation targeting foreign nationals at the Kalibata City Apartment complex in South Jakarta, spanning from Wednesday evening into the early hours of Thursday, October 21–22, 2026. During the operation, officials documented hundreds of foreign nationals and took 45 individuals into custody, transferring them to the Directorate General of Immigration for further examination.

The team arrived at the location at approximately 7:00 PM Western Indonesian Time (WIB). On-site, officials verified identity documents and residency status, while also assessing whether the activities of the foreign nationals at the complex aligned with their authorized status.

Among the residents identified as refugees, officials recorded 88 foreign nationals holding either United Nations High Commissioner for Refugees (UNHCR) protection documents or certificates of lost documentation. This group was primarily composed of 55 Somali nationals, followed by 16 from Afghanistan, 10 from Iraq, 5 from Sudan, and several individuals from Pakistan, Yemen, and Turkey.

"This operation is part of our routine oversight and a response to public complaints regarding the activities of foreign nationals, which have reached a point of causing disruption and unrest. We are verifying whether the presence and activities of these foreign nationals in Indonesia comply with their granted permits and applicable laws," stated the Director General of Immigration, Hendarsam Marantoko.

In addition to the refugee group, immigration authorities separated 45 foreign nationals for further questioning at the Directorate General of Immigration. This group included 41 holders of Limited Stay Permits for Foreign Investment (ITAS PMA), one holder of a Visit Stay Permit (ITK C22), two individuals suspected of overstaying their visas (from Yemen and Palestine), and one person with no clear identification, identified by the initials AY. In detail, the 45 foreign nationals undergoing further examination include individuals from Somalia (25), Pakistan (9), Kenya (3), and Senegal (2), as well as one person each from Ethiopia, Nigeria, Liberia, Yemen, and Palestine.
Officials are currently investigating the validity of their documents, their residence permit status, and whether the activities being carried out by these holders of ITAS PMA (Limited Stay Permits for Foreign Investment) align with their authorized purposes.

"The follow-up examination is still ongoing. If any violations regarding residence permits or the misuse of documents are proven, we will take action in accordance with applicable laws and regulations. This is our way of addressing public concerns—in line with the 'Immigration for the People' spirit," concluded the Director General of Immigration.
